Pinole To Renovate Wastewater Treatment Plant

The City of Pinole approved three years worth of capital improvements, “including almost $8.1 million in the coming year, that will include substantial renovations at the Wastewater Treatment Plant that Pinole owns jointly with Hercules.”
The waterfront park in Pinole is a nice little space if it weren’t for the god-awful smell that periodically consumes the area. I wonder if fixing that is part of the substantial renovations.
