City Council candidate Don Kuehne attended a luncheon seeking the “endorsement of the West Contra Costa Business and Professional Association.” None of the other candidates attended — incumbents Ed Balico and Joanne Ward, and challenger John Delgado. “Kuehne, an engineer for 29 years, said Hercules needs people with good management skills as it embarks on a series of major projects including a ferry terminal, train station and new town center.”
