Vagrant Hideout?

Growing up in a cop household, I’ve been accustomed to trusting police officers, and doing my part to help them along with the community. That being said, I am not shy to phone-in with a report, no matter its seeming triviality. This past weekend, as I walked along the bike-path near the railroad tracks, I noticed a person hiding in the trees. I could not make out exactly what was happening, but I could tell he (or she, but I’m pretty sure it was a he) was getting dressed.

This was quite disturbing, so I phoned the police as I continued my walk. I told them that it may be a vagrant hideout — since if a person is getting dressed, they may also be living there — and I did my best to describe the location (in a grove of trees about forty feet to the east of the path, roughly a quarter-mile to the north of Railroad and Santa Fe).

On my walk back home from Pinole along the path adjacent to the Chelsea Wetlands, I did notice a Hercules police officer leaving the corner of Railroad and Santa Fe, but I wasn’t sure if the officer was able to find the location I reported.
