Paid Advertisement Defends Ed Balico

An advertisement defending Councilmember Ed Balico was placed in a prime location in last Friday’s edition of the West County Times. The ad was purchased by Hercules resident John Troughton and comes in the wake of recent reports of the possibility of — and, at the very least, the appearance of — impropriety on behalf of Ed Balico…

Mr. Troughton is a known expert on over cross-collateralization and addressed the City Council on the issue last March. Mr. Troughton has also written a paper entitled, “Commercial Condo’s: A Thousand Jobs for Hercules – and Many More for the State and Nation,” the subject of which Mr. Troughton may be ostensibly referring to in his defense of Ed Balico, although I was unable to locate the article online.

A majority of the work that is attributed to Mr. Balico is actually the hard work of the City Manager and the rest of staff.
All the Council does is approve or disapprove their direction.
