Five-Year Capital Improvement Plan

The capital improvement spending plan that is being approved at tonight’s City Council meeting is in concept only, so dates of construction are estimates at best (dependent upon funding mechanisms, regulatory filings and the economy), but the outline of what to come is certainly exciting…
- $7.8m to build the rail and ferry terminal over the next two fiscal years.
- $3.4m to construct the Bayfront Boulevard bridge over that same time.
- $3m for the John Muir Parkway extension, and $4m for the transit loop bridge.
- $16m to construct the main waterfront parking structure in 2011-12.
- $1m to restore the historical Administration Building next fiscal year.
- $11.5m to develop the first phase of Sycamore Crossing through 2013 (including heavy site work).
- $3m for the Bay Trail through 2011.
- $1m to realign and restore lower Refugio Creek.
- $29m to construct Sycamore North through 2011 (on-going).
- $4m to develop Hercules Point in 2013-2014.
- $3.5m for pedestrian bridge to Hercules Point from 2011-2013.
- $15.6m through 2013 to relocate I-80 off-ramp for New Town Center.
- $2m to develop Sycamore Park over the next three fiscal years (at Sycamore/Willet, also the site of the future school).
- $2.5m to develop Duck Pond Park over the next two fiscal years.
- $2.1m in 2010-2011 to restore Chelsea Wetlands.
- $20m from 2010 through 2013 to construct the Big League Dreams sports complex (on the annexed property).
- $37m in 2013-2014 for wastewater treatment improvements (the costly switch from Pinole to WCWD).
