Times: Hercules Sister City committee to meet

The committee is merely procedural… “Before the City Council appointed Councilmen Ed Balico and Kris Valstad as an ad hoc committee in April, a selection appeared to have been all but made already: Laoag, a city of about 95,000 residents on Luzon Island about 250 miles north of Manila on the shore of the South China Sea, heavily promoted by Balico, former Mayor Frank Batara and other prominent Hercules Filipino-Americans.“
