EIR scoping comments are due… “Deadlines will fall the next two weeks for public comments on potential environmental impacts of two high-profile Hercules projects: an Intermodal Transit Center and the adjacent Hercules Bayfront mixed-use development. [...] The deadline for comments for Hercules Bayfront is Monday; for the Intermodal Transit Center, Dec. 30.

I had discussed my comments for the Intermodal Station EIR during the scoping meeting earlier this month. John Muir Parkway needs to be pedestrian friendly as it approaches the station, as it will be lined with residential and commercial/retail uses, and an extended four-lane parkway will not be conducive to that effort. The street is also governed by the Waterfront Now initiative, which stipulates a two-lane boulevard in a pedestrian-friendly environment.
