Times: Hercules continues to purchase ‘underwater’ homes

An eighteen-minute gap… “Much of the council’s housing-related business is conducted these days at the committee level, where no minutes are kept, according to [City Clerk Doreen] Mathews. From there, it usually makes its way to the consent calendar of the City Council. A grant deed on file at the county Recorder’s Office references a ‘resolution of the city of Hercules adopted on 8/12/09′ as authority to carry out the Jill Balico [Councilmember Ed Balico's daughter] transaction — by state law, public agencies buying property must attest that their governing body has given them authority to accept the property, Assistant Contra Costa County Recorder Barbara Chambers said. The Hercules City Council, however, did not meet in August.

    This is obscene. The implication is that the documents were made illegally for Balico’s daughter. It looks like 2-3 people are running Hercules, all behind the scenes in these various “sub committees” then they cover up their activities with the “Consent Calendar”. What a racket. I sincerely hope when the next elections come up we have alternative candidates running!!! Good ones.
