City Council Meeting Tomorrow

The City Council will hear a report from State Senator Mark DeSaulnier on Tuesday evening — 7pm at City Hall — as well as implement a construction amnesty program for previous unpermitted work in the city.
The Redevelopment Agency (aka the City Council) will set aside an additional $800k for affordable housing loans for the next fiscal year and spend $150k for legal consulting services related to the Intermodal Station project.
The City Council will also make appointments to the Planning Commission and Community and Library Services Commission.

I’d really like to see them grant amnesty to all of the unpermitted work already done in Hercules, because I’m considering doing some unpermitted work next month, and I’d like the reassurance that the future will surely absolve me of ignoring the law, of consideration of whomever might buy my property in the future, and of good judgment.
Is that $800,000 for affordable housing available to all applicants, or just for city employees and their relatives?
