Times: Interim city manager already noticed in Hercules

The best change so far… “Council announcements and committee reports — often long-winded, show-and-tell sessions during which council members tell about their various panel and regional board meetings, other business and personal vignettes — took up significant time during the heart of the meeting. The council reports now will be relegated to the end of the meeting.

The current practice behaves more like a filibuster — sweating out residents’ patience as they wait for City business.
