Times: Hercules will hold election to fill council seat

Tom Lochner reports… “The council voted 2-1 this week for an election instead of an appointment, with Councilman John Delgado and Mayor Joanne Ward in favor and Councilman Don Kuehne dissenting; Councilwoman Myrna de Vera was absent. Kuehne had argued for appointing someone to serve out the balance of Balico’s term, which runs until December 2012; Balico resigned Jan. 11, citing family reasons.

I wonder who Kuehne had hoped to appoint.

    I agree with Donald Kuehne that there are a lot of major decisions to be made by the city council within the next few months. I am also hoping that when decision time comes, Donald Kuehne will not be a part of this city council any longer.

    I would prefer neither Kuehne nor Ward have any say in who serves on the Council. Let the people decide. Even on an interim basis. But I agree it makes good sense for the City to have a policy to cover situations when they don’t have enough Council members for a quorum or need to appoint members on an interim only basis.
